In Italy they have this clever idea called retro-active planning permission...
It works like this...
Everytime they get skint, the local council fly a plane over their area of jurisdiction and take pictures of all the buildings - any building that has a roof and that doesn't already have planning permission, qualifies for retro-active planning permission...
If you have such an ILLEGAL building, you then have to send a photo of it together with a good wedge of cash to the planning department, and so long as it looks good from the outside in the photo (photoshop anyone??) they give you planning permission without any checks at all on the quality of build, the design, the interior or the reality of your development...
Basically, they encourage you to break the law, take a healthy cut themselves and then TRUST you to build a building that is safe and secure without sending the smart arse cunts in flourescent suits to come around and check you're doing things right...
You simply pay the money, send them a piccie and they let it stand...
Now, that's my kind of government!!!!
